"1918" signifies more than the end of the First World War. The reference to the year often also justifies narratives in the history of education. On the other hand, this volume explores the simultaneities of caesurae and traditions, ruptures and continuities in regional, national, European and global perspectives. It examines diverse paradoxes of supposedly old and new pedagogical cultures and practices as well as ambivalences of youth between rebellion and attachment to educational ideals. It also focuses on the questioning of schools and pedagogy, their relegitimisation and the intertwining of social democracy and socialism with educational reforms and traditions. In this way, the volume aims at the often described "clash of ideologies" in the interwar period and at the circulation of competing knowledge, so that it discusses the complex openness of 1918 in terms of educational history.

A Chinese Reformer in Exile is an encyclopaedic reference work documenting the exile years of imperial China’s most famous reformer, Kang Youwei, and the political organization he mobilized in North America and worldwide to transform China’s autocratic empire into a constitutional monarchy. Chinese in Canada, the United States, and Mexico formed at least 160 Chinese Empire Reform Association chapters, incorporating schools, newspapers, military academies, women’s associations, businesses, and political pressure campaigns. Based on Robert Worden’s 1972 Georgetown University Ph.D. dissertation, a multinational team of historians contribute new insights from 50 years of additional scholarship and previously unknown archival materials.

Since the early 1980s, Australian economic policy has been dominated by the ideology of neoliberalism (also known as 'economic rationalism'), including policies of privatisation, financial deregulation and micro-economic reform. Throughout this period, John Quiggin has presented critical assessments of neoliberal policies and the claims about productivity growth made in support of those policies. The credibility of neoliberalism was fatally wounded by the Global Financial Crisis and its aftermath. Nevertheless, market ideology has lumbered on in zombie form, for want of a clear alternative. It is only recently that we have begun to reverse the failed policies of privatisation and deregulation and to consider radical alternatives such as a shift to a four-day week. This book provides a historical perspective in the form of a series of articles written from the mid-1980s to the present day. It concludes with some suggestions for the way forward, after neoliberalism.

The different theoretical notions and practices of the relations between the state and religious communities in early modern Europe constitute one of the most interesting problems in historiography. Moving away from a simple «toleration» versus «non-toleration» dichotomy, the author sets out to analyse the inter-confessional relations in selected European territories in a «longue duree» perspective, between Reformation and Enlightenment. Outlining the relations between the state and the different Churches (confessions) in the Polish-Lithuanian Commonwealth, the Holy Roman Empire of Germany, and the Northern Netherlands serves to highlight the specificity of Northern Netherlands serves to highlight the specificity of «free» (non-absolutist) composite states, where the particularly complex process of defining the raison d’etat determined the level of religious toleration that was politically feasible and socially acceptable.

Governments play a major role in the development process, and constantly introduce reforms and policies to achieve developmental objectives. Many of these interventions have limited impact, however; schools get built but kids don’t learn, IT systems are introduced but not used, plans are written but not implemented. These achievement deficiencies reveal gaps in capabilities, and weaknesses in the process of building state capability. This book addresses these weaknesses and gaps. It starts by providing evidence of the capability shortfalls that currently exist in many countries, showing that many governments lack basic capacities even after decades of reforms and capacity-building efforts. The book then analyzes this evidence, identifying capability traps that hold many governments back—particularly related to isomorphic mimicry (where governments copy best practice solutions from other countries that make them look more capable even if they are not more capable) and premature load bearing (where governments adopt new mechanisms that they cannot actually make work, given weak extant capacities). The book then describes a process that governments can use to escape these capability traps. Called PDIA (problem-driven iterative adaptation), this process empowers people working in governments to find and fit solutions to the problems they face. The discussion about this process is structured in a practical manner so that readers can actually apply tools and ideas to the capability challenges they face in their own contexts. These applications will help readers devise policies and reforms that have more impact than those of the past.

She has been a student of Indonesian Languages and Cultures since 1995. Over the years she built up a specialization in Javanese culture, Indonesian Islam, and contemporary audio-visual media. In 2000 she obtained her Masters degree at the University of Leiden with a thesis on media, identity politics and socio-political influences of New Order rule in Indonesian culture in the analysis of two Indonesian films. From 2001 to 2005 she was member of the Indonesian Mediations research project. This project was part of a larger Dutch KNAW research project of Indonesia in Transition. In June 2009 she obtained her doctorate. Between 2001 and 2010 she has organized several film screenings in the Netherlands and Indonesia, as well as took part at different film festivals as a member of the jury. She is affiliated to ASEAC, which bi-annually organizes the Southeast Asian Cinemas Conference, and KSI, a group of Indonesian scholars who study recent developments in Indonesian audio-visual media

Die fehlende Harmonisierung der Körperschaftsbesteuerung in Europa führt zu einer Verzerrung von Standort-, Investitions- und Finanzierungsentscheidungen multinationaler Konzerne. Für die Steuerverwaltungen begründet das Nebeneinander von 27 separaten Steuersystemen die zunehmende Notwendigkeit, das inländische Steueraufkommen zu schützen. Um diesen Problemen zu begegnen, werden von der Europäischen Kommission gegenwärtig unterschiedliche Reformvorschläge diskutiert. Hierzu zählen insbesondere die Einführung einer Gemeinsamen Konsolidierten Körperschaftsteuerbemessungsgrundlage (GKKB) sowie die Vereinheitlichung der Regelungen zur konzerninternen Verlustverrechnung. The German pension system was the first formal pension system in the world, designed by Bismarck nearly 120 years ago. It has been very successful in providing high and reliable pension levels at reasonable contribution rates. While the generosity of the German pension system is considered a great social achievement, negative incentive effects of past reforms in the 1970s and 1980s and population aging are threatening the very core of the system. This has led to fundamental pension reforms since 1992. Based on a detailed simulation model of the German pension system, this book provides a thorough assessment of the system and its reforms. It shows that the latest reforms have put the system back onto a stable path and moved it from the old monolithic towards a multi-pillar system.

Over the past quarter century, the people of the Arabian Peninsula have witnessed a revolutionary transformation in higher education. In 1990, there were fewer than ten public universities that offered their Arabic-language curricula in sex-segregated settings to national citizens only. In 2015, there are more than one hundred public, semi-public, and private colleges and universities. Most of these institutions are open to expatriates and national citizens; a few offer gender integrated instruction; and the language of instruction is much more likely to be in English than Arabic. This Reprint brings together the contributions of the Special Issue “Light from the East: The Catholic Eastern Churches Sixty Years After Vatican II”. The chapters examine the life and mission of Eastern Catholic Churches through historical case studies and contemporary theological debate, with special attention to ecclesial identity, synodality, ecumenical dialogue, and pastoral renewal. Topics include resilience under religious persecution and political pressure, the restoration of communities and institutions, diaspora and belonging, the renewal of the married presbyterate, and the formative role of liturgy and mystagogy. Together, the studies offer resources for constructive renewal and for dialogue within the Catholic communion and with the Orthodox Churches, showing how Eastern traditions contribute to the Church’s catholicity today.

Temporary releases from prison and open prisons are elementary components of a rehabilitation-oriented prison system. This statement has remained unchanged after the federalism reform, with which the legislative competence for the prison system was transferred from the federal government to the states. The reform provides an opportunity to compare the 16 new state laws with each other and to examine the legal regulations on temporary releases from prisons and open prisons from admission to the penal institution through to discharge, taking into account normative administrative practice. In doing so, this is explored whether the federal states have maintained the standard established by the Federal German Prison Act of 1976, legitimized restorative tendencies or established innovations. The present work also makes a contribution to a constitutionally determined understanding of temporary releases from prison and open prisons.

This book contains collection of articles which provide policy implications related to the problem of achieving substantive reform on the basis of harmonising legislation in Western Balkan (WB) countries with the standards of the European Union (EU). While WB states have generally been successful in adopting legal reforms that make up a part of EU conditionality, many laws remain unenforced, amounting to "empty shells." In the space between law, as it is written, and practices as they are engaged in everyday life, exists a gap, characterized by informality, clientelism, and exchange often based on strong tie relationships. Some instances of informality undermine the goal of establishing rule law and contribute to corruption. Others offer valuable solutions to persistent social problems or represent traditional vehicles of social cohesion that should be promoted. The recommendations in this book seek to address both constructive and damaging instances of informality, and to identify policy measures that can help to harmonise not only legislation, but existing informal practices on the ground.

While mental health care has undergone substantial reforms, little attention has been paid to financing issues. This book addresses this shortcoming and brings more transparency into the complex relationship between mental health care reform, service provision and financing. Additionally, it provides rich information about the characteristics of mental health care financing in Western Europe. The author analyses the recent mental health care reform discourse against the backdrop of broader political economic developments and demonstrates the role of financing arrangements herein. The book vividly shows how financing is related to specific effects for service users and their relatives in the process of change. In the final part practitioners, planers and policy makers find useful guidelines for developing alternative financing approaches including support to improve understanding of financing issues amongst those involved in mental health care.

This anthology deals with current research on Norwegian educational history. The nine articles build on presentations from a conference – organized in Drammen by the University of South East Norway in April 2023 – about Norwegian educational history, which is an area of research that has developed significantly during the last decade. New networks have been founded, academic positions on educational history have been imposed on Norwegian universities, and several anthologies and monographies have been published. Accordingly, this book is a fruitful result of this rehabilitation of Norwegian educational history. The anthology authors mainly come from Norwegian academic research milieus, but some Swedish and Danish scholars also write texts in the book. Generally, the anthology – which mainly focuses on the 19th and 20th centuries – manifests how schools and education always reflect the surrounding society and its dominating ideologies and structures, for example concerning how the implementation reform pedagogy is connected to the process of democratization; how school disciplines, in various ways, are affected by changing civic norms and ideas; how national and Scandinavian ideologies have influenced textbooks; how the development of the Nordic welfare state system decided different types of psychological and pedagogical categorizations of children; how new epistemological approaches in the academic world impact educational policy and curriculum; and on how changes in the Norwegian school system should be interpreted in an international context.;Internasjonalt har det utdanningshistoriske feltet endret seg og vokst de siste tiårene. Bokens ni artikler bygger på foredrag fra den første norske utdanningshistoriske konferansen arrangert i april 2023. Lenge påvirket nasjonsbygging og nasjonal identitet lærebøker, slik læremidler i kunnskapsløftenes tid preges av menneskerettigheter og demokrati. Vi ser også hvordan velferdsstatens politiske og pedagogiske prosjekt legitimerte psykologisk sortering og kategorisering av barn, og dveler ved forhold mellom bevaringspolitikk, kildetilgang og kunnskapshistorie. Over tid har ulike ambisjoner, vitensfelt og kunnskapssyn slått inn og preget elevens og skolens verden. Artiklene viser hvordan norsk pedagogikk, skole og utdanningsfelt samtidig er preget av særnasjonal tradisjon og internasjonale ideer fram mot vår tids «usamtidighet». Kunnskap om de historiske linjene er nødvendig for å gi morgendagen retning. Skole og utdanning er i sin natur framtidsrettet. Utdanningshistorie gir pedagogisk kart og kompass.

FORTHCOMING OPEN ACCESS TITLE This collection of essays re-examines ideas of change and movements for change in early modern Europe without presuming that "progressive" change was the outcome of "reforms". "Reform" today implies rational, incremental change to public institutions and procedures. "Improvement" has a more general application, emphasising the positive outcome to which "reform" is oriented. But the language of reform is today used of historical personalities and movements that did not themselves use the term, and who in many cases were not necessarily seeking the progressive change that we would understand today. The activities of "reform" were embedded in contemporary politics, and while "improvement" was part of a contemporary vocabulary, its real presence has been obscured by the range of natural languages in which it was expressed. Contributors to this volume seek to establish what was meant by contemporary usage. Bringing together scholars of Russia, Southern, Western, Central and Northern Europe, this collection sheds new light on both common and divergent features of a political process too often treated as a uniform movement towards modernity. This volume is a useful resource for students and scholars interested in Enlightenment studies, intellectual history, and conceptual history in early modern Europe.

Qualität und Sicherheit dienen als Projektionsfläche für die unterschiedlichsten Problemstellungen im deutschen Gesundheitssystem. Tragfähige Zielvorstellungen als Basis für die Weiterentwicklung der Qualitätssicherung in Deutschland sind jedoch nicht in Sicht, Glaubwürdigkeit und Vertrauen in Instrumente und Begrifflichkeiten gehen verloren. Wir fahren fort, Menge statt Qualität zu finanzieren, sektorale Abschottung geht über Zusammenarbeit. Bei allen gesetzgeberischen Aktivitäten – ein grundlegender Reformansatz ist bislang nicht erkennbar. Hier setzt Qualität 2030 an und schlägt einen Ordnungsrahmen für das Gesundheitswesen vor, in dem Qualität und Patientensicherheit die steuernden Faktoren sind. Es wird klar formuliert, welche grundlegenden Reformansätze erforderlich sind, welche Interventionen (z.B. Pay for Performance) notwendig sind und wie diese – ohne negative Begleiteffekte – in das System eingeführt werden können. Qualität 2030 steht zudem für einen realistischen Zeitrahmen zur Umsetzung dieses Paradigmenwechsels; das Werk ist Argumentations- und Arbeitsgrundlage für die notwendigen Reformen.

Der vorliegende Band vereinigt die Referate des am 25. November 2011 veranstalteten 10. Göttinger Workshops zum Familienrecht, der die anstehende Reform des nichtehelichen Eltern-Kind-Verhältnisses zum Gegenstand hatte. Die Beiträge beschäftigen sich mit den derzeit diskutierten Lösungsmodellen zur Ausgestaltung der elterlichen Sorge nicht miteinander verheirateter Eltern und beleuchten das nichteheliche Eltern-Kind-Verhältnis auch aus rechtsvergleichender und interdisziplinärer Perspektive. Darüber hinaus werden mögliche Auswirkungen einer Reform des Sorgerechts auf das Adoptionsrecht sowie der durch die Rechtsprechung veranlasste Reformbedarf im Abstammungsrecht diskutiert. Im Hinblick auf den inzwischen vorliegenden Regierungsentwurf eines Gesetzes zur Reform der elterlichen Sorge nicht miteinander verheirateter Eltern haben die in diesem Band enthaltenen rechtspolitischen Forderungen zusätzlich an Aktualität gewonnen. It is predicted that church membership in the Protestant church in Germany will be cut in half by 2060. Church tax liability plays a central role in church resignations. Therefore, reform proposals of the church tax law are discussed to prevent church resignations, such as the exemption of young professionals from church tax liability. However, the right to tax is not a purely ecclesiastical matter but has implications for the state sector. Therefore, the collection of church taxes entails framework conditions imposed by the Constitution, which limits the church's freedom of organization. This thesis examines the reform proposals of church tax law regarding their legal feasibility and, in doing so, sheds light on the limits of the tax autonomy of religious communities. Central questions are: How flexible is the taxation right of religious communities? What is the church allowed to do? And what can it implement?

The stated goal of the community policing approach is to reduce fear of crime within communities, and to overcome mutual distrust between the police and the communities they serve by promoting police citizen partnerships. This SSR Paper traces the historical origins of the concept of community policing in Victorian Great Britain and analyses the processes of transfer, implementation, and adaptation of approaches to community policing in Imperial and post-war Japan, Singapore, and Timor-Leste. The study identifies the factors that were conducive or constraining to the establishment of community policing in each case. It concludes that basic elements of police professionalism and local ownership are necessary preconditions for successfully implementing community policing according to the principles of good SSG. Moreover, external initiatives for community policing must be more closely aligned to the realities of the local context.
