The 2014 revision of the Swiss Spatial Planning Act aims to limit urban sprawl and to promote a more inward-focused urban development. Due to the fragmented division of responsibilities in Swiss spatial planning, the implementation of this reform lies primarily with the cantons and municipalities. This study examines the instruments and measures used by the cantons and municipalities to promote the inward urban development required by federal law. A comparative analysis of the cantons of Geneva, Bern, Zurich and Lucerne illustrates how they make use of their regulatory discretion. The study identifies the legal obstacles hindering densification and explores how conflicting interests can be resolved within the framework of spatial planning law.
