Die ethnografische Fallstudie untersucht am Beispiel des Verfügungsfonds Beteiligungsprozesse sozialer Stadtentwicklung. Gezeigt wird, dass Beteiligung eng mit der Konstruktion sozialer Probleme in segregierten Stadtteilen verbunden ist. Im Mittelpunkt steht die Konstruktion der Gruppe 'Südosteuropäische Zuwanderer', die im Stadtteildiskurs als problematisch markiert und von der Partizipation ausgegrenzt wird. Mit einem Fokus auf Problemdiskurse sozialer Stadtentwicklung macht die Forschung nicht intendierte Folgen sichtbar und zeigt, wie Beteiligungsformate soziale Ausgrenzung (re-)produzieren können.
