This is a scientific study of the environmental responsibilities of the aquaculture authorities. The author posits three hypotheses: that the aquaculture authorities must safeguard and protect the environment also outside the Norwegian coastal zone; that the authorities must possess information regarding environmental impacts within and outside Norway resulting from the farmed salmon value chain; and that the aquaculture authorities must consider all environmental impacts resulting from salmon farming. The legal basis for each of the hypotheses is discussed in accordance with international law, EEA law, and Norwegian law, based on the legal dogmatic method. The study confirms that the three hypotheses have legal merit. The authorities must align their governance with environmental law obligations of an international, EEA, and national character. From a legal perspective, the current regulatory system for salmon farming appears problematic in light of several environmental law obligations. The author discusses environmental law limitations that have only to a small extent been addressed in Norwegian environmental law literature. This book is highly relevant for those interested in sector administration, administrative law, public international law, and the legal dogmatic method.
