In diesem Sammelband bilden konzeptionelle Probleme öffentlicher Planung das gemeinsame Untersuchungsziel der insgesamt sechs Bei- träge. Im Gegensatz zu, im Prinzip vermeidbaren, ablaufspolitischen Planungsfehlern wurzeln konzeptionelle Probleme öffentlicher Planung in grundsätzlichen Mängellagen des betreffenden Koordinations- bzw. Allokationsmechanismus. Da im öffentlichen Sektor die öffentliche Planung als dominanter Allokationsmechanismus die diversen Vorhaben koordiniert, korrespondiert die Analyse konzeptionellen «öffentlichen Planungsversagens» im Hinblick auf den Untersuchungsbereich mit der sogenannten Theorie des Staatsversagens.
