This book is based on the recognition that public policies are indebted to their purpose: to solve social problems. They are indebted to the democratic promise of having the active participation of the populations that benefit from or are affected by the problem. They are indebted for their pretension of scientificality in terms of being the science that would complement the theories of political science to understand the exercise of politics, beyond governmental actions. They are indebted to materialize human rights. They are indebted to qualify public policy actors in the decision-making process.
