The debate on the Portugal's regionalization has re-emerged. Periodically, the theme has been discussed again, although without major consequences. The exception in terms of the scope of the debate that took place was the referendum on November 8, 1998, the result of which meant the creation of a substantive blockade to the institutionalization of the regional instance of government. Behind this resumption of the debate are, on the one hand, the inclusion of this theme in the Program of the XXIII Government, defining there the objective of holding a new referendum in 2024, and, on the other hand, the consequences of the implementation of Law nº 50 /2018, of 16 August, which established the gradual transfer of a wide range of competences to “local authorities” and “intermunicipal entities”. Bearing in mind the aforementioned context, it is important to reflect on the opportunity and grounds for moving forward in the regionalization process in Portugal, and on what may be at stake when decentralization initiatives are undertaken, supported only by local instances. Obviously, considering regionalisation, it is once again necessary to discuss potential solutions for the territorial division and its economic, social, cultural and political foundations, and the choice of the capital cities themselves. It is these issues and this debate that this collective book proposes to resume, calling for the contribution of a group of academics from various scientific backgrounds and socio-political sensitivities. The publication's target readers are academics, public decision-makers and all those who, committed to the country's development, look to the reform of its political-administrative organization as the great structural reform that Portugal really needs.
