Few issues in Norwegian politics are more controversial than the privatization of social services. While some argue that standards of quality increase with a combination of public and private services, others argue that privatization leads to profiteering at the expense of service quality and employment conditions. Debate on this topic has been somewhat irreconcilable.

An important message of the book is that the choice between public and private is much more nuanced than the political debate would lead us to believe.
